This is not an Alliance only quest AND doesn't open up until you are mostly through the Campaign Quests in this zone. Opened for me after Kaheti Hospitality

It appeared for me after finishing Song of Restoring (I already had the campaign quests done). The NPC Al'kubian that gives the quest wasn't visible to me before handing in the Song of Restoring.

Also: the ! was visible on the map before the questgiver actually showed up.

If you are in a party with someone that has done the storyline before, they can share it before you can see it.
You can't turn it in, until you can see the NPC's unfortunately as stated above. It also gives you a buff that is not disspellable until you turn it in.

I've been camped out here for weeks observing them. They seem tougher than average kobyss. My conclusion? They must be made of stronger stuff! And I want that stuff! Here's a sack. Fill it up! Fill it up with their innards! As much as you can carry!
