There are two breadcrumbs for this storyline:

A Concerned Friend from Val Thalvassa in Dornegal
A Moment To Rest from Great Kyron in Hallowfall.

Picking up A Moment to Rest will cause A Concerned Friend to become unavailable but as of 2024-08-25 the quest bang remains on the Donegal Map

This quest doesn't require you to do the campaign for this zone. It really should considering it makes no sense why I can join this guy with Anduin before anduin has ever met any arathi before.

Marker was wrong for me as well, but he was in a different spot compared to other comments. For me he was at the Lamplighter Headquarters at /way 43.14, 52.40

I'm guessing he appears in different places based on what quests you've done, but don't know that for certain. It's also important to note it's a level 80 quest, so that could be another reason you're not finding the quest at any of the proposed locations.

I had turned the A Concerned Friend quest in to Great Kyron but before I turned it in there was Anduin next to him as soon as I completed that quest Anduin just vanished. When I hover my mouse on Great Kyron it shows that he has the A Moment to Rest quest but it's not available yet. I did the campaign quest in Hallowfall but still not finished with the campaign quests in Azj-Kahet. Do I need to finish the whole campaign before this quest shows up?

If anyone was like me and lost access to this during the Hallowfall campaign, don't worry. It has finally become available again sometime between finishing the Azj-Kahet campaign and completing chapter 2/5 of the The War Within campaign.

Great Kyron is found in a small house. It is not exactly on the exclamation mark as shown in the map.
