In order to rally the troops, you have to approach a group of Arathi in the area. It does not matter if they are fighting a group of Kobyss or not. As you get close, the Rally action button should appear. Click and wait for the cast to finish to get credit.

Bugged quest here. Faerin who should deliver the quest does not appear. So far I have not found a solution, which prevents me from continuing with the campaign.

I found a solution to the bug before it's fixed and there's no way to overcome it solo.

Ask any random player in the village where the previous quests are done next to give you a party and link you the quest on the “offer” button in the group. And you will get the quest and can play further.

For those who are bugged trying to get the quest, Have a friend invite you and enable party sync, from there they should be able to go where the quest pickup is, pickup the quest, and share it with you. The person sharing NEEDS to have already done it so that they can sync to you. Worked for me and my partner.

Extra action button did not appear. Typed /reload and all worked. This quest can also be done while stealthed.

I abandoned this quest and could not pick it up again, relogging didn't seem to help either. I ended up hearthing out of the zone and when I flew back Faerin was down on the beach with the quest available for me. Hope this helps.

The torch is on the ground just behind General Steelstrike at 55.2, 32.7.

Once you pick up the torch you'll get an extra action button whenever you're near Arathi troops, use it to rally them

I was confused as to why we had to choose the quest reward, but it turns out you will need to do the quest twice to get both weapon variations.

Please note that it looks like you loose "Stay a while and listen" option with Anduin here if you turn it in.

Both cosmetics maces are obtainable on one character. You get one for free with the quest and the other can be purchased from the Quartermaster for resonance.

So I was following a guide for leveling doing the side quests and story quests for Hallowfall and couldn't seem to pick this quest up. What I found was that some how I was in the middle of the first quest in this change, "A Lamplighter's Duty" and it was not in my log. I went looking for Faerin to see what I couldn't find the bread crumb and found that I had not gotten on the skiff. Once I got on the skiff and did the subsequent steps it put her in the location for the rest of the quest chain at 53,31 and I was able to continue the chain.

I got distracted by going for a skyriding glyph when I went to turn this in, and when I got back, the quest givers were gone. I flew out of the area a bit, and they were back when I returned.

Description

I trust in your strength. I must ask you to go ahead to reinforce Sina's Yearning. Anduin and I can see my people to safety in Lorel's Crossing. With the darkness and the kobyss, the hearts of my people in Sina's Yearning will be faltering to fear. We can't let them wallow. Light a torch with the Sacred Flame in the center of town and use it to inspire my people's valor. Remind them of their strength. We will catch up with you. May the Flame guide you, my friend.
