I don't believe it's possible to get all 10 notes the first time in there. After using the five quest giver supplied keys, I could only find 7 notes.

edit: Looks like this may have been hotfixed. I went back in and there were a few more notes on the ground as well as a few more items that could be interacted with that I found in rooms I already cleared and know that I searched 100% thoroughly.

I got all 10 notes on my first run - probably some RNG involved.

Make sure to look around carefully, some notes are hidden well on shelves.

After double and triple checking the unlocked rooms on main floor, found 9 notes. The 10th note was in room I reached climbing the web rope.

You can find find Neltharion-Signed Notes in Zskera Vault Az on the floor or shelves inside of the locked rooms
To open the doors you have to use Zskera Vault Key

Got all 10 first run. But then again, when I went in originally I had 12 or 13
keys so I had a lot of the rooms unlocked. The entire second level.

On the second floor, use the special action button (Windward Steps) to jump from terrace to terrace.

Week 2 this quest is to get three notes and one of them is under the broken bubble lift according to my minimap.

The quest does not seem to be doable in the Vault of Ur. Opened every vault in lower level and nothing even after double and triple checking

The quest I am on is titled "Authentic Authorization" but the objected is only to get 0/1 Sealed Letter to Neltharion, yet I cannot find it anywhere. The minimap is showing is in the area of a rocked door that cannot be opened. Any help?

Quest it back this week... guess they are lame rep quests with a non repeatable colored !'s wish they would add more colors.

Because no one seems to be explaining how to get to the upper levels in this area:

You can reach the higher levels by getting the Scattered Teleport extra action button. I suspect that you can get this extra action button by finding a clickable item in one of the rooms on the first floor, which gives it to you.

Once on the upper levels, in order to jump from platform to platform on the upper levels you can use the item Flask of Windward Steps, which I found as a clickable item in one of the rooms on the first floor. It gave me the extra action button Windward Steps.

According to a very helpful comment by blinkk244 here:

"If you get Scattered Teleport for moving across levels: use Scattered Teleport to jump to the desired level, then right click the buff to dismiss it -> this in turn will bring back the Windward Steps ability, allowing you to jump from platform to platform. If you need to go to a different level (above), jump down, get Scattered Teleport again, and repeat the process."

To get to the upper levels:

"There is a bubble stream, you have to find the bubble key and activate the device but once you do, you can go upstairs and enter a room that has jet packs so you can explore other rooms on that level, they are usable on the isle. I found all 10 notes."

I wasn't sure on how to complete this at first, so I used the bubble beam up to the 4th floor and then goblin gliders from platform to platform. It was a slow process due to the cooldown, but still worked.

I killed everything in there. All the doors are locked and I have no keys. What exactly are you mean to do?
