I completed the quest and yet could not use the elevator. I left to finish the free drink quest given by Mandi Maxlof nearby and when I got back the elevator worked.

You need to have completed the The Ringing Deeps achievement on the character that is trying to take the quest.
Once you've competed the quest, the elevator unlock is warband wide.

If the elevator does not work after completing the quest, relog.

Edit: Removed the Adventure Mode comment - looks like the character just needs the flag for The Ringing Deeps, which they can get if they hit 80 and accept the campaign skip.

These elevator structures are very similar in design and function to Elder Scrolls' Dwemer Lifts. In the series, Dwemers were inventive, highly technological dwarves who lived in the underground.

This elevator seems to not have a cooldown. I mean it makes sense, but I wouldn't have been surprised if they did give it a cooldown.

The lever doesn't work until you have in your bags 3 Pure Crawler Extract; which is dropped by nearby Underdrip Crawlers and Crawling Sproutlings.

This is one of two elevators between the ringing depths and the isle of dorn. The other can be completed here: Passage to the Ringing Deeps. Both quests are very fast to complete.

I was not able to complete either of these on an alt while leveling (after completing the campaign and hitting 80 on my main). I completed both on my 80 main that had completed the campaign, so at least one of those is required of the character you do the quests with.

After completing the quests on my main, my level 74 with 0 campaign progress was able to use the elevators.

You'll have a new icon for the elevator on your map after finishing these quests, which is very nice.

Did not need to complete Ringing Deeps achievement. Only had 1 of 3 done.

It's faster to just use the tunnel or FP. If your HearthStone is on CD it might be faster to return but it's so far away from Town that it realy seems worthless

This quest does not require completion of The Ringing Deeps achievement on any character on your account, nor does it appear to be associated with that achievement in any way. This was verified as of this posting date. Quest was accepted and completed on a level 77 Evoker, zero other characters completed in TWW, fresh account upgrade. Isle of Dorn and its side quests completed. 0/3 chapters completed in The Ringing Deeps. First chapter progress was Cogs in the Machine complete, Speaking to the Speakers accepted but not complete.

I have since completed the By Candlelight chapter, but had not when I completed this quest.

Description

As you approach, a rusty lever catches your eye, stubbornly stuck in its place. "This thing hasn't moved in ages," you muse, as you feel the rough metal resist your touch. Glancing around, you note the oily sheen on the plantlike Crawlers. "Perhaps a bit of natural lubricant would do the trick," you ponder, realizing that these flora foes might yield what you need to ease the lever's grip.
