"General World Quest" means a World Quest in Azj-Kahet marked with "The General" on the map.

I don't know how it was in the beta but as of live there doesn't seem to be any "General" World quests. Any marked as Severed Threads will count for 20%. Rumors are 10%.

I have completed all dailies in the zone and all side quests in the zone. I'm at 55%. What else is there to do to finish this? Holy smokes. (clarity: I had done zero questing in this zone besides the main campaign when I took an alt back to lvl.)

Seems like a time-locked quest revolving around world quests, but you can do it in first minutes after reset. For anyone struggling to finish 100% of this quest just head to Anub'okki located in Azj-Kahet main city at 55.8 42.2 , and buy anything worth 25-125 Kej and use it, it will show you a purple quest on the map and it grants you 10-20% and gives some Kej for completing it, so depends if it's infinitely repeatable you can farm Kej here too.

Also for the person who designed this quest: you need to be fired.

I was stuck at 90% till I realized 2 things:

1) the pet battle world quests in azj-kahet give credit
2) you can buy rumors from whichever pact rep you chose for 25 kej, which should give credit as well

I was a bit unclear at first, first you buy a rumor map from the npc yamas, that puts a purple bug icon on the map, doing that quest only gave me 10%, so then do the world quests, pet battle and race, that should get you the 100%

I did my 100% with 2 world quests , 1 pet world quest and bought 4 rumor for 25 KEJ each .
Each rumor completed gives 10% and world quests 20% si i got 60% from WQ and 40% from rumors
did 3 rumors in the city where the raid entrance is and 2 more around the zone and i reached 100% .

Just because you can buy a map with one rumor doesn't mean that there aren't more rumors. If you roam around the bazaar, you'll see more "purple spiders" on your minimap and those are more assignments you can complete for the General/this quest.
