This is the start of the Behind Closed Doors questline needed for Sojourner of Isle of Dorn acheivement, The questline seemed like it had 3 parts to it stating here and going until the "Report to the councilward" quest. The second part i was able to pickup the quest "The Councilward's Summons" from an npc in Gundargaz in The Ringing Deeps and lead upto the quest "The Machine Speakeasy" after that the 3rd part was started by a quest given from a poster on a wall somewhere in Dornogal.

This questline (starting with How Scandalous!) breaks at two points, so you have to go and find these quests to continue:

The first break ends with Report to the Councilward and picks back up with The Councilward's Summons, a quest given by Saradi at /way #2214 47.4 32.6 Saradi
The second break ends with The Machine Speakeasy and picks back up with Sedition, a wall poster found at /way #2339 46.0 47.3 Angrily-Scrawled Poster

You can find Saradi and pick up this quest in either Dornogal OR The Ringing Deeps (Additional info from this comment).

You need to complete the The Ringing Deeps achievement before you can finish the questline.

PLEASE BE ADVISED! BEFORE YOU START THIS QUESTLINE, IT IS ADVISED THAT YOU COMPLETE THE MAIN STORYLINE. If you don't you will have to stop at 2 separate intervals JUST to finish the story line on the Isle, and than in Ringing Depths to continue, and then complete this questline. The Main Storyline (non warmode) will get you to 78-79. You could then complete this sidequest chain to level 80.

I started my warrior after doing the whole campaign and getting to 80 on my hunter. My warrior has done every single quest in Dorn and only has the (Behind Closed Doors) quest line to finish Sojourner Of Isle of Dorn. Aldra does not have a quest for my warrior. However my hunter can pick up the quest from her. So guess you can only do (Behind Closed Doors) on a character that's finished the campaign through at least The Ringing Depths.

BTWQuests shows the quest giver, Aldra, in the wrong place. i found her at /way 62.65 21.89

Description

Did you see anything? I was just at the Forgegrounds picking up a jewelry commission and all of a sudden everyone was shouting like the Coreway was under attack--again. But it was not that... Some peacekeepers were heading towards the depot--where crafting shipments are sent up from the Deeps. I bet it's something to do with the machine speakers! The peacekeepers ushered everyone away before I could see what had happened. But maybe you can sneak a glimpse?
