And I don't think there's any way it would happen, but they idea of a vulpera druid is almost too cool to handle. Small druid forms would have me geeking out so hard.
Vulpera are more like Goblin Worgens. They used the same exact model as Goblins. So saying they would be like Gnome Worgen is redundant. Even more reason why Vulpera could and should be neutral. Not to mention goblins were going to be neutral in Cata, but they dropped goblins being neutral. Vulpera are the same exact model and size as a goblin. So you can't compare Gnome and Vulpera together without comparing Goblins and Vulpera.Also neutral race can be very different than neutral faction. Just because a race is neutral doesn't mean it has to be Pandaren Neutral. There could be 2 tribes of Vulpera who hate each other and would gladly kill one another. Like High Elves and Blood Elves, they are the same race, but they aren't neutral. They hate each other and would gladly kill one another.Also vulpera would likely be druids. Especially since there is a Fox Wild God that was in the War of the Ancients that described a humanoid that looked exactly like the Vulpera.

I don't think Vulpera would be a good idea for a playable race. It would kill Wow IMO. The lore and seriousness wouldn't be there anymore with these things running around everywhere. They just don't fit in.
Here is one thing you can pretty much completely bank on: there will never be a playable race that cannot wear and display all player gear options.
Helmets aren't a problem when it comes to the Sethrak. Nobody at Blizzard actually makes separate models for every different race with non-standart head, otherwise we wouldn't have abominations that are some of the helmets on worgens (such as DK T19, which has shadows visibly poking out of the helmet just to cover the snout). Instead they make it so that the helmet fits character's head automatically by sticking to predefined points. Yes, most helmets on the Sethrak would look terrible, but it's not an insurmountable problem some think it is.
