There is a requirement. You have to finish the campaign quests to open it.
I’m a casual player, non raider and in no way expect to have top ilvl tier gear, however not sure I understand the thought behind making the Sandworn gear ilvl 246 instead of the super easily obtainable ilvl 252 gear from dailies and world quests? Is it worth downgrading ilvl on 4 pieces for the set bonus? I feel like probably not at least not something that feels like fun. Unless I am missing something it seems like both the Sandworn relics and the creation catalyst are completely useless to me from the start (other than transmog)? I know ilvl doesn’t mean quite as much if you are not raiding but I’d be super happy to grind up Sandworn relics for a four piece set at ilvl 252.
Kinda annoyed that cypher equipment isn't available to use for creating tier sets since pretty much all of my gear is cyoher equipment, 256 ilvl. And farming sandworn relics takes an age anyway, but they're also lower item level than the fully upgraded cypher equipment gear.. to me it doesn't make any sense, it should be the other way around.
Another point that should be made, you MUST complete the ZM campaign in order to access the Catalyst. The only alt skip is the intro skip.I totally misspoke here. You can access the catalyst if you haven't completed the campaign. You just don't get the quest to visit the catalyst.

It upgraded my Wayward Chronomancer's Patchwork chest to 444 (yes 444, in Dragonflight). I have no idea if it's meant to do that, but I'll take it.
