I think this is fine. The second they introduce some more structured PvP they have to balance around it and that could potentially limit design choices when it comes to PvE itemization. The other solution being different scaling or functioning in PvP but I am not a fan of inconsistency. The PvP needs to stay casual, unfair, and centered around a PvM goal. PvX content has always been some of the most memorable PvP experiences for me in any online game.

Diablo has always been a mostly PvE game, so actively changing the game to balance it for PvP would be a disaster. A lesson one wish they learned before WoW, but this is better than nothing
Battlegrounds were one of the events me and my clan truly enjoyed. Heck, if it wasn't for the massive p2w aspect, we'd be probably still playing that game, just for the battlegrounds.

As someone who tested it in the End-Game CBT Beta, let me tell you exactly how it was and will be abused.There are only 12 people per zone.You can group with friends, you can also keep inviting 12 different friends to get them in the same 'instance'. Once you filled the instance you have zero threat of being killed and can afk farm.This will be abused by streamers on day 1.People will also make groups to specifically abuse this.I also reported this in CBT beta 3 months ago.
Comment section, tell me you've never played D2 without telling me you've never played D2.The PvP scene there was HUGE and the main reason a large portion, maybe even the majority, stuck around.

The more PvP D4 gets the better imo, its what kept D2 going for such a long time and kept MFing relevant because PvPers would pay for the best items and extreme prices for perfect rolls etc. PvM players didnt give 2 !@#$s about an item rolling 1 defense from perf or not for example.D2 pvp was and is surprisingly balanced all things considered.I would really love to see 1v1, 2v2, 3v3 and 4v4 for Diablo 4 and a BG sounds really cool too, but im not sure how that'll turn out tho. I dont think you would need to try and balance around all of these, perhaps 3v3 like with WoW that also doesnt balance pvp around 1v1 duels and bgs etc., its mosty balanced around 3s.
So, PvP is an afterthought.Considering the rushed schedule for the game, I guess a viable Arena or Battleground system was never in the cards.
