Not sure when this becomes available. I completed the other elevator quest and this one shows up as well.

This is one of two elevators between the ringing depths and the isle of dorn. The other can be completed here: Rust and Redemption. Both quests are very fast to complete.

I was not able to complete either of these on an alt while leveling (after completing the campaign and hitting 80 on my main). I completed both on my 80 main that had completed the campaign, so at least one of those is required of the character you do the quests with.

After completing the quests on my main, my level 74 with 0 campaign progress was able to use the elevators.

I just wish the elevators are on the map - gonna need to look for another weak aura / addon to mark them or I'll never find them when I need them.

The Oathsworn Earthen is at 37 72 on the isle of Dorn by the elevator building.

So to actually use the passage (took me quite a bit of looking around), go inside the little tower and stand on the platform on the ground. Click on the lever on it.

You come out in the southern part of the Deeps (65.5, 76.7).

The quest giver appeared on my alt only after I skipped the leveling campaign.
This one is not unlocked across your warband unlike the other.
Seems you need some part of the campaign finished to access it.
