I saw him, he despwaned. Came here for a hint (non available), reloaded which didn't help.
I restarted the game. That (also) didn't help.

I could not find Steelvein either. However, I did see the quest How Scandalous! in Dornogal. This put me back on the quest chain which eventually got me to this quest. It was not a continuous chain though as I had to find different Quests within Dornogal that became available when the chain was broken.

Quest linecompletion is gated behind LvL 80, and Hallowfall area, as per the video guide. After turning in receipts to Merrix, quest line is "paused" until you have completed the aforementioned requirements.

You will find him at the starting area of The Ringing Deeps (second area just after going down the long steps from 1st area).
When you speak to Steelvein, it will phase and you will see Steelvein fighting the overseer in the nearby building along with 2 bots, but will be orange and you are unable to attack him.
Another bugged quest.

This seems to stall out in Isle of Dorn. To continue, you have to get to Gungardaz in The Ringing Deeps, I believe this questline continues with Saradi at 47.48, 32.86, with the quest "The Councilward's Summons."

If someone forgot it like me and wanted to complete it at higher lvl you can turn on the LOW LVL Quest option and then you will see it. At least it helped me

Be careful if you are trying to enjoy the story while doing this quest, as it is one of the few quests that will auto progress when others nearby are doing it. It did it for me right when you confront Ardgrin. I was about to click him, but someone engaged him before me and spawned the mobs. I didn't participate in the fight and waited outside, but it still counted as me completing the objective, so I missed some dialogue.

Spoke to Ardgrin, fought the bots, listened to the dialogue afterwards, and they walked away....No additional quest or instructions where to go. What am I missing?

The achievement Allied Races: Earthen lists the requirements to unlock the Earthen allied race:

The War Within Campaign: This requires completion of the entire War Within campaign, including all 4 chapters at max level, ending on the quest Return to Dornogal.
Mourning Rise: Complete the quests in the Mourning Rise area in the Isle of Dorn, starting with Before I Depart and ending with The Weight of Duty.
Broken Tools: Complete the quests from Machinist Kittrin in the Ringing Deeps, starting with Discarded and Broken and ending with Reforged Purpose.
Merrix and Steelvein: Complete a series of quests in Dornogal, starting with How Scandalous! and ending with Bad Business.

I will say that the Bad Business quest just ends abruptly and doesnt tell you what to do next. You'll know when your done cos the cheeve Allied Races: Earthen will pop.

I couldn't figure where to go. Turns out in the ringing deeps at the location 42.78 23.92 worked for me.

Highly recommend you do the full campaign first, otherwise you'll have to stop at each of the two breaks to go do the campaign.

Meet Steelvein in the Ringing Deeps near Hallowfall Gate, then confront Overseer Ardgrin.

Description

I have not been to the Deeps since their machines shut down. Obstorn will have to guide us to Ardgrin's depot. Once there, I will attempt a conversation. If Ardgrin is not amenable, which I suspect will be the case, we will respond with equal force. Our goal is to bring him back into the fold, not to beat him into submission. Ruling by fear only breeds resentment. We will meet you in the Deeps. Come swiftly--and, of course, speak of this to no one.
