This note is placed right in front of a chest shaped like a rocket (/way 56.01, 44.83) which should be clickable, but isn't.

The text of the note reads: "I have finally invented a successful weapon of destruction! I call it the Boomthyr Rocket! Starting with the frame, I added a bit of ash, aerospace grade draconium, and use some fumes that I collected in a jar: Boom Fumes! I can now blast those darn Djaradin to shreds! As an extra bit of flare, I found that a durable crystal from a crystalspine works as a perfect nozzle. I may even surprise those lazy innkeepers with a little test run!"

So, outside most of the mentioned ingredients are in one room around (/way 58.1 44.5) - This includes the Aerospace grade draconium, the Boom Fumes and a bowl full of durable crystals. Unfortunately, there's no ash to be found - not in the fireplace, not near the enchanted broomsticks sweeping up, and not on the second floor of the building.

Wow this was weird.

First you need to read the note on the floor (in front of the Purple Rocket) in one building. It's the southern tower @ /56.0 44.9m

Then you can go to the tower on the north side (/57.8 44.4 with the dragons and the brooms) and on the ground floor there is the three stones which are now highlighted and easy to find. They weren't highlighted until I read the note.

Then back in the original tower there is meant to be Ash on the floor - this is a collection of three grey one grey rocks. I picked up one of these and then had to /reload about 4-5 times. I was hoping for more Ash to turn up, but then I noticed the Rocket itself was now clickable.

Not only did I get the +3 Engineering points, I also got +15 Artisans Mettle. Nice.

Solution:
Click the note. Then you are able to see required items.
There are 4 items you have to collect:

Ash - (is in the same room where is the rocket)
Boom Fumes - (in the next tower where are cleaning brooms)
Durable Crystal - (in the next tower where are cleaning brooms)
Aerospace Grade Draconium - (in the next tower where are cleaning brooms)

Once you collect all of them you can go back and loot the rocket.

That's all.

So after you collect the items, loot the rocket and use it (to collect your 3 points of knowledge) you apparently still have all the junk you collected in your inventory and have to delete it all.

I see the note on the floor but no ash in the room (I've reloaded about 9 times now) and also no rocket/chest in the room.

I could read the note, get the buff that allows me to fetch the other 3 components from the other tower but the ash and the rocket never seem to spawn for me. (Unless the telescope in the room is that "rocket")
