This is one of forty books added in the 7.2.0 patch which can be found scattered around Dalaran. Interacting with the book will give you a rare-quality item version of it, which last for two hours before being removed from your inventory.

Container: The Old Gods and the Ordering of Azeroth
Location: Head down into Dalaran's sewer system, known as The Underbelly. Navigate into the central chamber and head toward the northern wooden structures. On the lower floor which is infested by Roaster Rats, search around for an outhouse with a skull sign infront of it. Opposite said outhouse are two bookshelves surrounded by coffee sacks; the book spawns on the right-hand one.
