This is one of forty books added in the 7.2.0 patch which can be found scattered around Dalaran. Interacting with the book will give you a rare-quality item version of it, which last for two hours before being removed from your inventory.

Location: Go to The Legerdemain Lounge and locate Amisi Azuregaze on the ground floor. Behind her, you should see three bookcases; the book spawns on the middle one, on the third shelf from the bottom.
