Currently (10.0.5), you can reach 2440/3000 with Human and WHEE! buff.
I am curious about the whole language learning skill stuff.. Like even in Vanilla they wanted to make languages a skill thing but they weren't really skills, just "this is the language your character speaks and you can speak to other players of the same language" and it never went anywhere. So this might get interesting and could be implemented with other in-game languages.

Sounds super fun ! I love these story telling efforts (I didn't say grind) that lead to rewards with a flavour behind a race we see and interact with. It enriches the world wholesomely,
For those wondering it's very short. I did the whole questline in about 3 hours, which included lots of goofing around and talking to the extra NPCs for flavour. The meat of the job was farming elites for 1 hour in Vak'thros, which got all the random turn in drops I needed. Then some story quests which were quite well done. Sadly the language is not added to your chat bar as an option. It seems to work more like Zereth Mortis and the Cyphers - As you get to certain breakpoints you start to understand the language better. But not every NPC functioned; some continued speaking scritchy-scratch symbols even have 100 skill. So not sure if this is complete yet on PTR either."Stave of Fur and Claw" .. the cataclysm version of Dartol's Rod of Transformation. I still have mine in my bags :P
