Jailer is probably the good guy and the Arbiter is a jerk face.
Guessing Jailer is gonna power up with some cool new armor. He's basically still in his handcuffs/chains now, feels like he's freshly broken out of his chains.
I would prefer a plot twist where both the Zovaal and Arbiter are bad guys (Arbiter being twisted by that red soul, presumably Argus, that hit her), and we have to strike an alliance with Zovaal to take down raging god Arbiter.
He will probably be "freed". Lose the shackles and so on, maybe steal the arbiters little glowy ball? And put it into his....... Slot.
Plot twist, the Jailer is Arthas.

I'm still holding on to the theory that the Jailor originally did the arbiters job, (the maw literally has a river of souls flowing through it) but when the others banished him, they created the arbitor
