I think I'm following but just to be clear, is he saying that Torghast will not give the 100 soul ash if done prior to the reset the next day? It feel like that's the idea so that there isnt any reason to rush through leveling just to get that extra torghast run.
What they need to do is put EU's reset/maintenance at the same time as NA.

In BFA I completed "Archipelago Explorer" on 15/08/18, the day after release, and you're only able to do 3 per week. Got a small but permanent advantage to the War perks tree.
Biggest advantage is getting to know end game systems quicker and then having oodles of free time to level more toons or farm professions up before the mythic dungeon spam week starts. Personally I’ll level in 1 sitting if servers allow, sleep. Then wake up and farm out professions make a bunch of gold and take my time levelling a second toon exploring and catching pets and stuff along way. It’s nice knowing you have a toon ready to go
I personally don't care...
Makes sense and has been this way for a while. Try hards will always have the upper hand in PVP but even then it's pretty nominal that early into an expansion. This is and has been one of the better moves they made over the years.
