That neck was never not going to get nerfed.
The neck comes from a vendor inside Tazavesh, and is required for unlocking the Hard Mode of it, so it won't be on the M+ loot table. The fact the proc value was that high guaranteed it wouldn't go live like that, because that is such a massive amount of primary stat on 2 Procs Per Minute, especially for how low item level the neck is and the fact that necks don't have primary stat anyhow.
Not disappointed by the nerf to the neck. But I swear, the Dev Team is just always extreme . How do you initially miss the mark by so much? This seems to be a constant problem for them; they start so far off and then at the very last minute dial it in to a reasonable level.
bug with the neck makes it ilvl 271 for me (i already had it before nerf)

Neck buff was a bit too strong, but that nerf is way too harsh.
If you are having fun in Shadowlands/love WoW as it is now, my comment isnt for you.Dont forget guys, if you grind your BiS right on patch day/week, some things are getting nerfed a month later.W8 with 9.1 a month 9 or 2 after release, so you arnt a beta tester.The savest bet nowadays, where almost everything is in a good shape is to wait till mid 9.2 (i dont believe we get 9.3. Shadowlands is WoD 2.0).At that point, you dont have time gates and you can experience everything in your pace and not blizzards way.If they dont respect your time, dont give them money.
