On Friday night, some hotfixes were pushed to the 10.2 PTR which contains massive nerfs to Dawn of the Infinites, and further tuning to the other dungeons.

Everyone cheering these nerfs is going to be extremely surprised when the massive aura buffs come out to bring the dungeons up to s3 tuning (28s shouldnt be timeable by anyone with 40 ilvls below next seasons max).
Just like with S2 PTR testing, they are using previous season scaling for test (thus the 440 ilvl). If anyone is surprised when they put in S3 scaling for the patch, they just don't pay attention.
Where's all these claims of people clearing +20s on PTR in ilvl 440 gear coming from? ¯\_(ツ)_/¯
Tier gear from vendor alone is 460+ and trinkets are 460 - 470 as well. Then you can get rest of the PvP gear or just quickly shuffle through professions and craft upto 483 gear.
When I moved my current 447 live onto PTR, I grabbed new tier, trinkets and went through only two professions so far and already at 465. Can easily go higher if I go JC for jewelry upgrade and then Tailor for Cloak.
You would still be over 455 at least if you just get the tier and other gear from vendors without doing few extra mins of professions shuffling.
You do know all your gear is scaled to 440 ilvl in m+ on ptr, right?

People just making excuses without knowing the full story to make it sound not so bad.
In other words "Haha you are just bad if you cannot do an M+45", you know the people, the ones who state an M25 3 chest is super easy when in reality that's like, 0.5% of all players who can do that.

Ok, I didn't know that. I transferred a character and did get "geared up" with thoughts of testing but then realized those M+ test runs aren't accessible 24/7 on PTR but rather on a limited time schedule.
And if the gear is scaled down to 440, then it also makes sense to have dungeons scaled down as well with the current level. It ALSO then makes sense, players with "decent" skills should be able to clear 20s with 440 since the max ilvl for current season is 447 that get you to do 430s with God Comp of course.

people ARE DOING 29s in PTR right this moment with 440 ilvl, we will reach 480+ ilvl on S3
On PTR season 2 scaling is applied and gear gets scaled to 440 in m+ dungeons, and the only active affixes are tyrcanical/fortified.
