So for +9, +11, and +13 there's an incentive to quickly fail the key and lower the difficulty as you get the exact same end of dungeon ilvl and great vault ilvl. Seems like an odd choice.
So far, I've yet to see one argument that justifies heroic gear dropping higher gear than the maximum m+ can possibly drop. Exclusively, the arguments are "I prefer raiding, and based on my historically elitist perspective, all other content should provide worse loot than the thing I prefer".There is no argument for m+ providing lower loot than heroic raiding. It isn't easier. If it were easier, then balance needs adjusting, not loot. Blizzard has stated, repeatedly, that M+, Raid and PVP are equal paths of end game progression. That if you do any one of those activities (in similar levels) your power and gear acquisition should be the same. Heroic raiding is not harder than the hardest m+. There are more people getting heroic boss kills than are timing +15s. It also didn't work out when m+ gave better loot than heroic. It should be the same. There are no reasons against, there have never been reasons against, other than, again "i luv raids m+ dum".
Spammable, it's really that simple.

Really disappointed all the raider 'influencers' are rallying blizz to kill M+ dungeon grinding for gear so that they can feel superior in raids.A 15 key is nowhere NEAR a heroic raid boss. Not even close. Hell, a 10 key probably is harder.
I see a lot of people leaving soon because they are doing multiple weeks of mythic+ and raiding while not getting any gear.I raid with a group of 30 and and its frustrating seeing none getting loot when putting so much time into it
If you're actually trying to judge difficulty based on current ilvls then you're an idiot. Players already have keystone master and in a few weeks people will have +15s down to farming. It may take a week or two longer, due to the scarcity of gear, but at some point in the near future +15s will be formable just like they have been for every patch (don't remember farming 15s for echos because it was the most efficient?). If you aren't one of those players that can farm +15s with adequate gear, then you really have more to worry about than what ilvl gear drops from those chests, because you're gonna be struggling to get to those chests in the first place.
I am amazed for how people saying that +15 mythic dungeons are hard content. Moreover, they claim it is harder than raid... You enter a dungeon with 5 people, that means a lot less chance of someone failing to do something compared to a raid. It is amazing that people see raids as easy content, nobody fails in there and get loot all the time; yet the stats are usually not even 'preferred' ones in raid. The success ratio of 5 random people doing +15 or higher dungeon is way higher than 10-15-20... random people doing heroic or mythic raid. And if raids are easy peasy and more rewarding(!), why complain about dungeon rewards being lower instead of doing raids yourself.In my opinion, these rewards are still too high at the moment, none of the dungeon reward should be equal to anything in heroic raid. Then again, the gear in raid also isnt rewarding either for having less variety and lack of meaningful set bonuses. I hope Blizzard will implement more rewarding stuff / system in next patches to incentivize raiding.
