So in other words, you'd start from scratch each time you went in, except that you wouldn't get loot?The goal of this is to make it easier to continue progress if your group doesn't finish, and to allow your group to continue raiding after the week ends, without being constrained by the Raid ID. It's less about loot, and more about finding a reasonable way to manage progress.

Will ICC and RS then also have the new loot system of "same but less of it" ?
This is amazing! I can't wait to get this going, it'll help my guild immensely, as we all have funky schedules and rarely get to raid as a guild. Now we have to work with a few sister guilds and people always miss out on things due to lockouts. Awesome.
Sucks Heroics will still use a RaidID system but this will fix pugs by far.. Thanks blizz :)
So, this has happened to me before and I think will serve as a good example:My guild was doing 25 man ICC and a DPS dropped after Gunship due to connection issues so I was asked to jump in. I was hesitant, since I didn't know how long they were going to be going that night but I said yes anyway. So we kill Saurfang without a problem, then people start complaining that they need to leave. The raid continues on and we end up wiping because kiting tank died on Rotface and people start the leave the raid because its getting late.With the current system, I'm probably screwed if I want to continue raiding 25 ICC since the odds are better that the guy i replaced will be used if they continue, if the raid even continues.However, with this system, I would only be locked to the first four bosses (Once you kill a boss, you are locked to having killed all bosses before them that the raid has killed) and would be able to continue with a different 25 man (or even 10 man) ICC raid, as long as they downed the same 4 bosses I now have been saved too.Also, for those wondering, another blue post confirmed that the loot isn't going to change, so 25 man will still give 25 man loot.Source: http://blue.mmo-champion.com/t/27026324753/flexible-raid-lock-system-in-4-0-1/ (second post)
This is change is horrible for guilds anywhere near the end of the progression line. We're working on Heroic LK right now. We raid three days a week and guild groups run on the weekends to do 10-man heroics for gear, achievements and to work on 10man Heroic LK. This change completely hoses our raiding engine; folks will choose the 10man versions over the 25man and our 25man progression will stall.
Looking at that 2nd post. this confuses me "This does not change the separation of 10 and 25 in ICC, and does not change the item drops or achievements. "Does this mean we will STILL be able to run ICC10 AND ICC25 each week?I understand the main point of the system, but that blue post confused the ^&*! out of me. XD
