Enchants scale with gear level while you're levelling. They give the full amount on level 70 gear.EDIT: My level 70 enchanter will give 55 haste with a writ of haste enchant. The character you're testing on isn't max level and the gear it's enchanting isn't max level. It's not based on ilvl as far as I can tell, it's based on required character level.
Thanks for calling attention to the discrepancies. It's very important that the in-game pointers be correct. Once the fix comes in, and this should be a fairly high priority (like, next week and not next month), then the quality assurance team needs to test and re-test with all different variables of enchants and gear and make sure it displays correctly. If y'all can do it, it's not too much to ask that the QA team does it with similar diligence.

Additional data point: The popup you get when overwriting an enchant also tells you the actual buff you are applying. And SL enchants may be better than bronze-1 DF enchants.
Tested a lot of the enchants now on my level 70 enchanter and none of them produced values different to the tooltip.
Is it the level of the enchanter or the level of the character using the vellum?
Doesn't surprise me. They didn't even make an official thread for Enchantment feedback in Beta and the profession barely uses any of the new profession mechanics and stats.
I will be very surprised if OP didn't consider character level at all while it is the factor that matters.
You should probably have tested this all on a 70 before you wrote all of this

For the record, the enchants do give their full values at level 70.My level 62 character got barely any stats off of a T3 leech to bracers enchant, but my level 70 got the intended 125 leech.And no, the enchant does not scale off the level of the item you put it on, it scales off of your character level.
