Legendary Bow Rae'shalare Drops at 233 Item Level - Upgrade Materials Not Guaranteed

Last week, a handful of lucky players discovered that the
Rae'shalare, Death's Whisper
, the legendary bow of Sylavanas Windrunner, drops at normal 233 item level regardless of difficulty. Now in the second week of Sanctum of Domination, we can confirm that the upgrade materials are not a guaranteed drop, meaning that players will not automatically upgrade their weapon the first time they defeat Sylvanas on Heroic or Mythic difficulty.
Moofz excitedly loots the bow after defeating Heroic Sylvanas - note that it is item level 233 rather than 246.
During the patch 9.1 PTR we
discovered two special upgrade materials
for the legendary bow -
Wraithwisp Sinew
and
Ethereal Fletching
- capable of increasing its item level to Heroic (246) and Mythic (259) item levels. Since most legendaries are upgraded via the Runecarver, and it wouldn't make much sense to loot the unique legendary on multiple difficulties, these items effectively replaced Rae'shalare in the loot table, even though they aren't listed in the loot table. While we hoped they would be guaranteed drops for owners of the weapon, it turns out that they may be rare after all, further confirmed by a Blizzard GM (in Spanish).
GM confirmation that the Wraithwisp Sinew and Ethereal Fletching are rare drops.
This revelation is made even more important after players learned that the bow drops at 233 (normal) item level even on Heroic difficulty (normally 246). Of course, we don't yet know for sure how the bow will drop on Mythic or if it even can drop on LFR difficulty - the PTR did have versions for each difficulty listed in the dungeon journal, although those have since been removed. While precedent doesn't always mean much in WoW, previous raid boss drop legendaries such as
Aman'Thul's Vision
similarly did not drop in LFR.
Originally four versions were listed in the dungeon journal, now only the 233 on all difficulties and no LFR version.
Rae'shalare is a Regular (Legendary) Weapon Drop
Despite being a raid dropped legendary, all evidence points at Rae'shalare as being treated like a regular piece of gear. It can be used separate from regular Shadowlands Crafted Legendaries and although it is slightly stronger than normally itemized weapons of the same item level, there are also a lot of special effect items this tier, such as
Jaithys, the Prison Blade
,
Edge of Night
, and even another Hunter drop:
Dark Ranger's Quiver
. Interestingly, the legendary bow is also treated as a normal personal loot drop, rather than "push loot" awarded separate from the regular loot table (such as Shards of Domination and
Ward Stone
), and it can be traded like any other item.
This results in something of a disappointment to Hunters. A Normal 233 item level Rae'shalare is roughly equivalent to a typical Heroic 239 item level bow, so if not upgraded, it could be replaced by a better itemized Heroic weapon and would certainly be replaced by Mythic raid or Great Vault drops. How rare the upgrade items are remains to be seen, but the intent appears to be mitigating funnels and splits - you can't have 15 Hunters funnel the bow to one player on Normal, quickly kill Sylvanas on Heroic, and get the best weapon in the game on the first week of the tier.

The fact that they can get a weapon unique for them is already enough they shouldn't cry
if the bow drops on HEROIC (246) or MYTHIC (259), it is NORMAL (233) item level. see the issue now?
All leg weapon we had to get before used to be work to upgrade its litteraly no different. for the past 16 year so no there is no reason to complain at ALL.
Each xpact its either Melee strenght / Melee agi (Exept druid) / Hunter who get weapon with effect And well this dungeon offer these 3 at once so. And amoung these 1 leggo to upgrade like it always been. Come crying when your last leggo was from Ulduar cause healer never get weapon for them

This game just gets weirder and weirder with how many convoluted systems and restrictions it puts in place. Its like they're fully planning on WoW going mobile and don't want it to be a fun mmo any more.
Honestly, I couldn't agree more. It feels like they're much more concerned about prolonging subs and raising metrics than actually making a quality product. Especially with how convoluted both last patch and this one have been. And don't even get me started on the lore direction right now. Call me crazy, but it really feels like they're trying to rush the story as fast as they can so that they can wrap up the game. The Jailer is WoW Thanos, he gets to the Sepulcrum and does the WoW snap, they shut down the servers and release WoW 2.
You watch too many FF14 Lore videos and Asmongold.

It isn't pleasant, but it does make a certain amount of sense. The scenario above is
exactly
what some race guilds were doing - taking enough Hunters into Normal to heavily weight the chances of trading a bow to their raider, then immediately killing the boss on Heroic to get a weapon which is functionally BiS for the entirety of the tier. Given the power level of the bow on Heroic, they would have a weapon which is better than all Mythic drops, all Mythic+ drops, and all great Vault weapons, also instantly upgraded to Mythic the first time they defeat the boss on that difficulty as well.... all by week two of a
30+ week tier
.
This way they've still got a usable (Heroic equivalent) weapon, that
can
be upgraded to that same level if they loot the upgrade from Heroic, but doesn't immediately and automatically devalue every other weapon in the game.
Aww. That's so cute. 30 week tier... More like 1-1.5 year tier with how far we are now and 9.1.5 no release date yet, let alone 9.2....
