I rushed through 50-60 on beta, and I ran out main quests before I hit 60. I did avoid side quests.

As long as I hit max level upon completing the main story or being close to it, I don't mind. Max level should be once you've completed the main content, or almost all of it depending on how much ecological genocide you commit with herbing/mining/skinning along the way. As others said, leveling was apparently really fast. You're still going to hit max level in no time, but rather than a quick bite from a fast food restaurant, you're eating a decent meal from a 2-star restaurant.
So do sidequests while leveling like literally every other expansion?
You won't with these changes. Running my first character through I was 59.4 just doing Main story, this is going end up with you being barely 59 if that.
I leveled using only main quest BEFORE this and was only halfway to 60 at the end of Revendreth. Now I can’t even imagine.
They do this in every beta. Completely expected change.

As someone who has done leveling multiple times on alpha/beta, this is an immensely bad change. This means that it is now impossible for someone to get to max level through the story campaigns. Even with last build, it was already not possible, as just doing campaigns got you to level 59 with about half of a level left, but this will make that gap far larger. I hope that this is just them iterating on some bad feedback they got, and that it will be reverted, because it will be a nightmare if it goes live.
?I leveled 3 chars from 50 to 60 in the last build and just doing the main story line quest: I ended up being level 58 1/2. At that point, I was not able to choose a covenant since it requires level 60, so I had to go back to Venthyr and do additional side quests. and spam tons of dungeons. Now you have to spam dungeons and do every single quest to be 60..This is a very bad change.
Haven't experience to level always been set intentionally low during early beta in order to speed up testing characters as they level? Isn't this NOT new?
Honestly, I did wonder how the hell I was 54 and done with Bastion.. with 3 other zones left to go through.
Remove the Heirloom bonuses just to up the time to level. They had to keep buying boosts relevant afterall.
What? They barely changed 1-50 where you can even buy boosts and use heirlooms.
