Seems to be a random drop from the following chests in Hallowfall;

/way #2215 66.56 15.15 Captain Lancekat's Discretionary Funds
/way #2215 61.7 32.7 Farmhand Stash
/way #2215 64.5 31.6 Old Rotting Crate

The chests are invisible unless in the radius of a Flickering Torch or revealed with a Sentry Flare Launcher

/way 66.56 15.15 Theres a secret chest here that if you use flickering torch or the sentry flare launcher spell from atticus nearby, has a chance to drop the purple arathi tabard. my friend got the item confirmed drop, and ive now attempted twice and not gotten it. parsing out how many attempts it takes to find edit: got the tabard 3rd try, can be opened at 70
@Alarsarus found the initial location, i was mere able to iterate on it.

Besides Captain Lancekat's Discretionary Funds there are 2 more chests in which the tabard can drop. These are:

- Farmhand Stash > Located in /way #2215 61.7 32.7 Farmhand Stash
- Old Rotting Crate > Located in /way #2215 64.5 31.6 Old Rotting Crate

The situation is the same, you need any object that gives you light (Flickering Torch, Sentry Flare Launcher, etc.), mine dropped from the Old Rotting Crate after looting the other two, so third try. Good luck!

Renown 11, Have used Flickering Torch and Sentry Flare Launcher at the same time on 2 different alts. I can see the disturbed dirt but no way to click it to open it. Not sure what else to do or try.

Darkened Arathi Attire
Requirements
Have TWW Expansion.
Character of level 70 min.
Handynotes and Handynotes The War Within Treasures and Rares Addon.
9 Radiant Remnants.(I'll explain how to get these the quickest further below).
Keep in mind that it has a drop chance and might take a bit of time to get, so having a few alt of 70 or higher will come in handy.

Once you got the requirements head over to Hallowfall, Hillhelm Family Farm. From there you can open the map and further north you can
see the treasure "Crabber Supplies" /tway 62.54 16.36. This treasure can already contain one of the attire items.
Go to the treasure and loot it.
It will give you a few 3 or 4 Radians shards. After looting this chest, go south to the Fungal Field /tway 63.79 32.20
and kill some mobs till you have 9 Radians Remnants.

Once you have 9 go to the "Lesser Keyflame" at Torchlight Mine /tway 64.38 18.7. Use 3 of the Radiant Remnant on the "Lesser Keyflame.
This will summon an NPC named "Attica Whiskervale", From him you can buy an item called Sentry "Flare Launcher" for 6 Radiant Remnants.
To the right of him you will see Coldshadow Cave /tway 65.84 18.76. Go into that cave, go straight ahead to the end. Here you will see
two puddles of water, a small one and a bigger one. Go on top of the stone/rock that seperates the two and use the flare. This will make
the chest visible.

Head back to the Fungal Fields /tway 64.96 33.34 Here you will see a puddle, use the flare there to loot the "Old Rotting Crate".
The next treasure is "Farmhand Stash" at /tway 63.06 30.77 which is also in the Fungal Fields, Eventhough your map will say Light's Blooming.
Use the flare here as well and you can loot the next treasure.

Next you head a bit further noth to The Whirring Field /tway 65.43 27.14. There is an old cart in the middle of the crossing.
Use the flare here and you will see the treasure "Surveyor's Box".

There is one more treasure "Hillhelm Lunchbox" here /tway 62.3 31.79 in Durskrise Acreage.
I got my Arathi Shoulders from this one.

If anyone like me looted the chest at 66.56, 15.15 inside the cave and didnt get the tabard go on your alt (my alt is also lvl 80 idk if that matters) and loot the chest again i am not sure if its a 100% chance to drop but it did on my alt

The rotting crate seemed to be in the first location the first time I opened, after that they switched to the second location.
