Looks to be for the Ravasaur Trainers faction.

As this is the only Classic Commendation which increases rep with a non-existent faction, I have three guesses:

It was added to the PTR list as a mistake, and will not be available on Live. Probable, but it was already featured in several articles. If it really is a mistake, I hope they swap it with with Shen'dralar Commendations, which would make much more sense.
It was added just for completionists' sake, and will be a way to earn +1 Exalted reputation for Horde. Possible, but why? Shen'dralar Commendations will not be added, and that faction was once available, while Zandalar Tribe Commendations will be added. Seems very strange to add a way to earn rep with one removed Classic rep, and not the other, while adding a brand new rep to the list.
It was added as a part of some elaborate, convoluted secret, like Old Naxxramas or Waist of Time. This is a wild thought, but similar things happened in the past and I wouldn't be surprised. As Whistle of the Venomhide Ravasaur is readily available now (the original reward related to Ravasaur Trainers, the Horde equivalent of Reins of the Winterspring Frostsaber and Wintersaber Trainers), I have no idea what reward could be related to that secret. Maybe Whistle of the Ivory Raptor? Who knows.

Time will tell which guess was right, and I will edit this comment accordingly to avoid confusion. For now, it's fun to speculate.
