This won't be the worst change we've ever had, nor is this change being made for the "casual audience", but it is a bad change at face value.
This is dumb. They are putting an absurdly low cap on some classes while other classes get much higher caps. All this does is guarantee the classes with 8 + target caps are going to dominate in any AOE situation. Entirely arbitrary and unevenly applied. Stupid change. I am gonna love doing zero damage after 5 while others are still fine.
LameThats going to make farming old instances more annoying when there's a lot of trash you need to kill.
As much as I love spamming Multi-shot on my BM hunter, I always felt like Multi-Shot did a little bit too much. Putting a cap on how many targets I can hit is perfectly fair. Sucks that Beast Cleave is getting capped too, but its fair since Multi-Shot got the cap too.

This is the most loser change I have ever seen.Ever since the insanely big pulls in legion blizzard has consistently nerfed this concept.. In BFA every mob in every dungeon has his own personality and requires attention and teamwork to deal with and I'm assuming this is their preferred way going forward as well. Groups should be rewarded for pulling bigger especially when 95% of the mobs in dungeons are not target dummies.
This is bad.
They need to apply the cap evenly to all classes or else anyone with a cap of 5 is going to suck compared to those with a cap of 8 or no cap at all. M+ will just take classes that can pull bigger packs. It's that simple.
This is one of the most idiotic changes they've ever planned to do. Who the @#$% are the dumb ^&*!s that asked for this?
One of the more annoying problems I'm seeing with this is something I haven't seen anyone mention yet: This is going to make farming older content take longer as well.
No. Arbitrary decision in the name of "balance". There are some people here who don't play this as a sport, but to have fun and immerse themselves in this world. And abilities doing damage to a capped amount of enemies just because is most definitely not fun.
I REALLY hope those changes doens't even make through beta.
My least favorite change yet. If elite end game pushers can do big pulls, good for them; I don't see why that's necessarily a bad thing here that warrants changing this for EVERYONE rather than cap it just in those mythic dungeons/raids.I really hope they disable it legacy content, this may make all ready long old raids longer (SoO already takes about an hour to clear...)
Good change, the masspulls as we have them today is not healthy for the game.

The funniest thing in Legion m+ for me was to pull the f everything and AOE it. I liked BFA m+ less because it was slower paced.So I dislike this change, I think. ;/
