This is the nicest prison to appear in game so far. Even troll is probably just being scared into submission, like how they show archers shoot arrows around the living target sometimes. If anything this should be on a good scale of Alliance-Horde relationship, since prisoners are alive and even seem to be able to move around that big square somewhat freely, if under supervision. If Alliance are indeed the paragon of morality as they claim to be, this is one of the good ways to demonstrate it, especially considering the history of Horde prisoners being often executed or beaten (if there were any living prisoners left).Prisoners are never good news to anyone, but if humans are willing to keep them alive and not in chains, it's very nice. Of course I might have overly idealistic view of that, so feel free to not share it.

Fake news, sad.The troll prisoner is not being used for "target practice," unless the goal is for the bowman to learn horrible aim, and this would be fairly obvious to anyone who spent more than 0.1 seconds looking at the scene. He's being interrogated. Obviously actually hitting him would be detrimental to the process.
Severely mistreating prisoners, including children, is unacceptable for any faction.
