It won't be the 17th because that's less than a month of prepatch before the launch date, which is not what they're gonna do. They will give us a month at the least with the prepatch before they launch the expansion, so at a bare minimum it'll be the 11th/12th of July. As for the 4th and them not being there, I imagine some will stay behind to get a minimum amount of things up and running or just in cases. As for other things they're testing..they've already proven that they're not above releasing patches without full events and then going back later and doing a very small patch that adds features or events. They did that this expac with some of those 7.1.xa and 7.2.xa and whatnot patches. Anywho, just don't think it'll be the 17th, it'll be earlier than that since they don't like to give us such little time to adapt to the major changes/reworks coming for classes.
This is a no brainer, 1 month before release of BfA

probably will be 17 but only reason they are late and ptr is late beta even recently small changes so overall bfa not ready so they cant do it easier even need to be stat suqish class change and scenerios for at least 5-6 week prepatch we gone get 3 weekbecouse of blizard is slow.edit i mean even stat aquish nefore scenerios need to sit 1-2 weeks for testing people be ble play bugs problem and forgeten item not yweaked enough dungeons raids etc.then u need use to class change then sceneriosbecouse of they annnce set stone date 13-14 agust that cant change so they eaten up from prepatch gapwho look up beta and ptr can see its not readyat past most expansion ptr at generally patchs was ready is testing and tweaking but now they work on it still

Don't forget that July 17th is also a Content release patch for Destiny 2. So it makes sense for Blizzard to release the Pre-Patch at that time to attract players away from Destiny.
