Because adding another "literally who" villain to the setting and then making them responsible for almost every tragic event in the setting for "sh*t and giggles" or crap like "I shall rule the whole existence or burn it to the ground" is DEFINITELY what players demand...
it's the end of the expansion and we still have no idea what his ultimate motivation for wanting to go against the universal order was. like, he was the original arbiter, there was -something- that happened that made him realize everything was broken beyond repair (to him) and he tried to rewrite everything, so the other eternal ones damned him to the Maw to be the Jailer and look after/punish all the truly damned souls of the universe.And we still have no idea whatever revelation it was that set him on this path, other than vague talk of chains and fate and whatnot.

I mean... Zovaal doesn't have anything going for him. Nothing interesting... Even if he does something monumental that changes everything (ex. Sargeras puncturing a giant sword into Azeroth) that isn't gonna change the fact that he systematically changed the entire lore and that everything was because of him...It's like an Evil Gary Sue who suddenly said "Yep, I did it.. it was all me... I did everything" ...I wouldn't be surprised if they say he was also responsible for telling the Nathrizem to make Sargeras evil just to act as a diversion.

Am I the only one who always thought the Dreadlords using the Undead was always so odd? I am not saying the Jailer is great villain by any means. And I am not saying everything was 100% planned since Warcraft 3, But it finally makes more sense why they were in charge of the Scourge. The Dreadlords used the Scourge during the War of the Ancients which never made sense to me.It was always so odd that the Lich King was created by the Burning Legion.It never really made sense about FrostmourneYou cannot deny that they planned at least some of this. Every expansion has been linked back to Warcraft 3 except Cata and WoD. There was a reason Arathi and SIlithus were never changed in Cata. Did they know what was gonna happen there, probably not, but they have been planning to use those two zones. And they are planning to use Blasted Lands and the Peak of Serenity. It is all there in game hinting at it.

It seems like we are continually exposing new story layers buried under old ones. Will there be a big bad manipulating the Jailer, and then another and another? It's like a giant onion! When onions get rotten, they smell pretty bad. Just saying.
