to not only refrain from reporting the exploit but spreading it around worsens the situation by a lot and is therefor a more severe offense, which is why it is tolerated much less.
People who simply used the exploit but did not spread it around were given around 2 days.
From what I gather it was not only reported but people also contacted Blizzard directly and ASKED THEM if it was an exploit. Instead of answering they left people without an answer for 5+ days.
I do not condone their actions but I can certainly understand their anger at how Blizzard handled this situation. It was very easy for them to just say straight away it was an exploit as they've done previously but they didn't. Loads of people resubbed because they saw a way to level quicker so as a company they just made a lot of money.
You could argue that the players deserved it but at the end of the day a company should act better than that.
