It seems a lot of people are mixing issues here. First, normal 1vs1 questing pvp seems fair to me. I don't like pvp so I have it turned off most of the time, but when I have it, I encounter the occasional single/double Alliance or Horde members. The way I understand it is that to fill the shards, there are much fewer Alliance people so to buff these numbers, they increase the rewards.I have never met a raidfull of people or even just larger groups of PCs. If that is an issue, Blizzard has to fix that by putting this raid either in a shard where an equal amount of other faction members exist, or into an empty shard. If there are more horde than alliance players, some shards have to be balanced 50 50 and other shards have to be 100 percent horde, not all shards 80:20 or something like that. If that makes it too easy for the horde players on empty shards, rotate them so they have a 50:50 experience some of the time instead of 80:20 all of the time.An entirely unrelated issue is low-level ganking. IMO shards should be separated by level anyway. If there are no high level chars on one faction, just keep the other faction in a separate shard instead of mixing with the lowies. And killing a player with a grey level should remove honor for RP reasons alone. If there is no PvP honor available, players could lose faction reputation. The Alliance has a certain code of civilization, the Horde has a code of Honor. Bullying is frowned upon in both factions.
Since the only differences in balance between faction are a handful of fairly useless racials and the mindsets of the players behind the keyboards, there is nothing to fix.
