If a 2% stockholder were to "make a suggestion" regarding a company's policy, the management would smile, nod, and then politely ignore them. That's not how control works. 98% of ATVI is in the hands of other than UAR, so this is a portfolio diversification, nothing more.

You can think of this as 2 things. 1 is that the fund see potential growth in these stocks and thus buys them for some nice profit down the road. Or 2, stocks is a part of the company, then one who holds the most stocks will have a bigger say in what to do or no to depending on the situation. Some investors are highly involved in the company since they own big chunks of it, and some are happy with management and dont say anything.In this case it looks like they want to have some good profit down the road.
