It's a good change! They "normalized" the ilvl loot to a wider range of keystore level (+20), so it feels more rewarding doing higher keys.
Imagine changing mythic + because a bunch of 4 months to get aotc heroes complained "they had to do mythic +" to kill bosses.. that still took them 4 months.They need to remove aotc after month 1... players shouldn't be rewarded for taking an entire season to kill a raid boss
Until we see how our power levels are actually going to be, they could just be adjusting the M+ scaling for people being more powerful with the new talents over all.
Controversial loot system aside, this is a really succinct and clear way of showing what loot drops where. Good job Squishei!

This is about as close they could get as far as parity between Raid and M+ loot goes. A pure M+ player will be maybe 1-2 overall ilvls behind someone who clears mythic raid, which is an incredibly small amount of people were talking about. The main downside is heroic raid is even more pointless as far as gearing goes. Casual guilds that like raiding heroic but don't really have the number of people to push mythic raid will have 0 reason to raid after getting AOTC with how easy it will be to get better gear from M+ now.

I love the idea of loot scaling up to +20s but that doesn't make sense to me to do this and scale the key difficulty concurrently. Hopeful but also concerned about difficulty of keys for the level of loot we are getting.
