Day of the patch here on NA, is anyone else not able to pick up the quest? Trying to figure out why i am not able to but other people i am in Discord with are. At first i thought perhaps it was locked behind a neck level requirement, but one of my friends has a lower level neck than my character and got it...Any ideas? Is it locked behind something other than completing the war campaign or? Unfortunately the ticket system in WoW is.. well.. kinda crappy, over a day wait time for this issue as of posting this comment.

I would love to know this as well. I am neck 64 and have done all Magni quests up until this point. I think :)
I have a HoA at level 65 and am unable to receive the quest. If anyone has any idea what needs to be done to receive the quest, I would be greatly appreciative. Thanks!
Patch days are so much fun. I dont play wow as much as i used to, so i only have two toons, (one per side) that are caught up on the main story and have any real gear at all. Neither one, can see this quest. Both of them are 59 on the heart of azeroth, both of em over 400 ilevel, however i havnt done the latest raid due to time restrictions, as in family, work etc. Nobody out there seems to know what the prerequisites are, and so far no blue's have responded on the forums. Some get the quest, many do not. Its ..annoying.

To the OP (or whoever got the quest), would you mind posting exactly Where in Boralus/Dazar'Alor would this envoy spawn? Zandalari city is a big city and he could be anywhere and most of us would miss it.Also, would like to know what did you had unlocked, if anything, to be able to get the starting quest. I bet it was on the PTR, should give these info in the post to :/
Person looking for the Envoy: I found the earthen dude at the end of the buildings on the way to the scrapper in Boralus (co-ords 75.05 14.96). There was a orange ! on my map. Hope that helps!
I'm guessing that the pre-reqs are to finish the War Campaign and to have completed The Eternal Palace: Queen's Gambit, i.e. kill Azshara.Edit: Confirmed. Killed Azshara in LFR to complete quest and the Wrathion quest is available now. 51, 89 in Dazar'alor.
Once Wrathion assists us in the final "Battle for Azeroth," we are then able to relax in a Skyrim: Hearthfire type expansion where we create our own player housing while caring for our Battle Pets. Well, that would be a nice 8.3.5 prior to Blizzard revealing the next big baddies we have to take down.
