Wait how does this work with new players?You get the heart pretty early in the story.How does that work for new players forced to go through the BFA story for their first character?Do they get a fixed version that works for level 10-15(i don't know at which level people will get that quest with a new character)?
You know what pisses me off? Ppl who complain about blizzard trying to stop fun when it's the players who, knowing full well that the neck was to be obtained at lvl 50, decided "screw you blizzard. I want it early" and found and exploit, didn't report it, abuse the crap out of it. This exploit wasn't intentional by blizzard but players didn't care. Blizzard did the right thing.
The twinking community has nearly been completely evaporated for the past 5 years due to bugged queues / no pops. For a brief moment, twinking was back when exp off was merged back with exp on. Since pre-patch, we've gotten a few pops... but... Honestly, HOA gave us twinks the survivability our twink vs twink games needed with the absorbs + heal on damage taken and it was obtainable by everyone. This just drives a few toxic people to exp bug into exp on games and gy farm the entire game. If exp on and off were merged again (especially with the removal of HOA) then you would have several twinks on each side, each game.
okay but if we start our character in BFA why wouldnt we be allowed to grab the heart when we start the experience

Does this mean the Content in BFA Leveling will be scaled down more than the other expansions since Azerite Gear does not come with secondary stats?
Why shouldn't level 10s who level in BFA get it...? It was basically the first thing we did at 110 when we began leveling in BFA... It would make more sense to properly scale the neck and maybe gate AP earnings for low levels I feel?
i see the abuse (well, actually i don't), but... imagine artifact-weapons being available at lv40, when you start the chromie-legion-thing at lv10, the heart of azeroth was kind of the point of bfa... plus couple of other players already pointed out, that new players have to play bfa following exile's reach, also at 10, scaling the power of the heart down to be appropriate at lv10 wasn't an option? both artifact weapons and the heart were given to us at the start of the expansion, there are prolly more examples i am forgetting right nowedit: i didn't read the ap thing, which really is a problem, a reset or off-switch on azerite knowledge for chars below lv50 could've been a better way, but apparently more complicated, so: nope?
like many others have said about this, this makes no sense since its the first thing you do before going to BfA to quest and level.... My only assumption would be and this assumption is based on speculation since i haven't levelled in new patch is that the gear provides the same levelling experience as it usually would with the neck and azerite gear

There is no escaping from his storytelling!"Not acquiring it is abuse. Acquiring is now also abuse. Is this still a game, or social hours in prison?
If we got HoA at level 110 at the start of BfA content, why are they making it at level 40? If the storyline of BfA is centred around HoA as an artifact we use to fix the world and that's why we're "the Champion" of Azeroth, then doesn't it seem to break the storyline that they're getting it later?
