great plan. protection warrior works just fine without nearly 100% uptime on shieldblock so reducing shield uptime on paladin is probably a good plan

I understand where they are coming from but, as a long time Paladin player, I think this is going to feel awful to play with. If I'm correct about it, I expect them to revert this and make it generate Holy Power again. Hopefully I'm wrong though.
Just hope Divine still generate HP for Ret and holy via Jugement and holy shock otherwise its not worth picking

As much as it pains me to say this, nerfing HP generation for prot is probably the right call. SotR is off the GCD (has its own gcd) so the spec is really really spammy, Where Ret sometimes ends up starved for HP, Prot has soo much it can't spend it all without giving the player carpal tunnel syndrome. And I -love- SotR off the GCD, so that shouldn't change. The answer therefore is less holy power, Or at least more spread out generation for prot.At least the silence removal was unintentional. That would ruin the spec without some sort of gap closer or pull/grip moves. Some tanks charge or leap, some pull things in, but Pally shield bounce interrupts to group mobs up. Woulda been sad to see that go.
While its definitely a good thing that theyre removing the requirement for Prot pally to basically have SotR up all the time due to how limiting that is to gameplay(I suppose they could either have increased the duration significantly, or do what theyre doing by giving prot more mitigation elsewhere so that it stays powerful), I dont really understand the logic in removing the HP gen of avengers shield...? I mean what is really the point of doing that, or the logic behind it? Sure you may not need as high of HP gen if you dont need to spam SotR to keep it up all the time, but I dont really think that means you should remove the HP from AS. And now theyre going to have to redesign Divine Toll for prot so that it is worth taking as a result which just seems like its an unnecessary result, just leave AS the way it is.
Honestly not having Divine Toll for Prot already nerfs some of the uptime, especially in keys. I'd understand this change if they made it so Divine Toll was a baseline tree talent, not Ret specific. However its just Alpha so who knows whats going to stay and whats going to leave.
100% uptime for a weak defensive did feel very boring with very little counter play to boss mechanics.
Blizz paladin devs just sit in a room and think "how can i just suck the fun out of this class?"
Or like why not have sotr defensive or duration scale with hp spent. Or at least bump it to 4 hp. No hp AS just feels like a half attack at DT but acknowledging as a whole pally needs it.

The fun in playing Prot War in BFA and Prot Pal in SL is the fact that you have actually much more to do than just press 1 button every global, and feed your offensive abilities into a defensive you need to maintain at a fast pace + support your team.Both specs felt best to play with some Haste, which allows to really get a smooth cycle between offense and defense and get a constant, engaging rotation going. It feels like juggling, and it is part of the fun. Can't stop the rhythm or you're dead.Since Prot War got its life sucked out of its bones in SL, and it seems Prot Pal is destined for the same fate, I hope Blizz has a plan to at least have one tank that is going to be fun to play. But I'm not particularly counting on it...
If you want to nerf the holy power generation for divine toll and not make the nerf too harsh is giving the avengers shield reset talent a 1 holy power generation with cooldown.
I think the problem with the defensive up time is Blizzard is really bad about tuning it properly. If you played Legion where paladins couldn't keep their defensive up 100% of the time it will play just the same. So basically you have these classes that could keep them up 100% of the time, DK, Monk, and Druid vs the ones that couldn't keep it up 100% of the time, DH, Warrior(maybe), Paladin. The first three where always top picks because of the less mortality rate and bigger/faster pulls.Honestly it is fine, but they need to over tune the loss of defensive uptime and work down versus the opposite of under tune and make the class impotent and work up. While I enjoy playing an underdog class sometimes it is pretty demoralizing.Edit - More context:If you could keep your defensive uptime high your normal defensive CDs can be used when you expect the spike or on a large pull. If your defensive uptime is low you have to have those defensive cds to ride out the in between and probably don't have them to overlap during high damage times. In the first scenario one you either use them on CD or an expected dmg output. In the second scenario you are just using them on CD and possibly eating a normal hit or two.What isn't great is the Word of Glory basically being considered a defensive. You either SoTR or you WoD.
