It was never a max level character of the faction the allied race is allied to, but just a max level character on the same realm. This is similar to Death Knights or Demon Hunters, but even now that's been removed. Complete the requirements with any character on any realm and enjoy on any realm.
Yes you can change your race to available allied race.
Much hype! Although I am broke AF until Thursday. (Literally 6 bucks in the banks right now) And the only one I have the requirement for is highmountain. I had the requirement for nightbourn until they added insurrection as a requirement... So not feeling like doing that but I guess I have to. And I can work on it with the next 2 days before I get my next paycheck. Both Army of the Light and Argussian Reach is at revered so need to work on that at well /le sigh. Sucks cause most hype for nightborn and void elves, the 2 I'm farthest away from.
so the two horde ones are unlocked easily with factions that everyone had exalted a month after legions release while the two alliance ones require grinding the two newest factions introduced which are a nightmare to grind..... $%^&ting on the alliance I see.....
There is no way you think nightbourn will take longer even to a new player. You could easily, EASILY, boost a 110 and get both those horde ones unlocked in a couple days. I know a ton of casual players on alliance that have played the entire expansion and still aren't close to unlocking the alliance ones. It's extremely unbalanced and if you don't think so then you play horde toons.
Are requirements really faction-independent/account-wide? On the store page, it says that requirements HAVE to be completed on the appropriate faction. Can someone confirm this? I'd LOVE to play myself a blood elf but purple.

Now that the preorders are out, can anyone confirm that the prerequisites are not faction bound? Because the Blizzard preorder page pretty specifically says that it is dependent on faction:"Pre-purchase of World of Warcraft: Battle for Azeroth makes available the questlines which enable players to access the Highmountain tauren, Lightforged draenei, Nightborne, and Void elves. You must have a level 110 on the server you wish to create the Allied Race on. Restriction has been removed.Nope. Not true. I have all reqs completed for all four Allied races on my Horde Area 52 character but cant access the Alliance allied scenario quest on my Alliance characters on Stormrage because none of them are 110 yet.
They were talking about balancing things in Q&A, but this will add the biggest inbalance to the game.
I can't wait to have a Lightforged Draenei Priest so he can look like he's wearing plate armor, unless they have a different transmog for the cloth wearers
