They want to make something that will be evergreen content and be able to balance it properly for years, that's fair enough. Better disable trinkets in there too then cuz those things are whack, there are also plenty of weapons with effects other than stat balance that were not legendary.
dang, I was halfway through getting some of these and enjoying that experience in those old raids.I get the comments saying "not everyone played Legion"but then allow CURRENT expansion powers, that way regardless of what expansion we are in you can use those. They are disabling OLD and NEW powers. So essentially there won't be any cooldowns you can use to help with these and everything is scaled down so stats wont really matter either. This will be very challenging for some people, myself included for content that is years old at this point. This is just creating an unnecessary delay. Blizz wants this to take multiple timewalking events to complete and with a very long rotation, this guarantees more monthly subs. Crappy decision. Allow SOME borrowed power, I dont care which. It was allowed when this was current in Legion
This is why borrowed-power systems are bad and lazy - they come back to bite them in multiple ways... without end.
So with these changes, is the best option to just use whatever gives you the best base stats, ie use things with sockets?

Some legendary items from Legion made the tower a cheese-fest so GOOD xD
its always the same. they announce something that initially sounds good and the closer we get to it dozens of asterisks start to appear to make it #$%^ again.
Content is supposed to become easier, not harder.
If the timewalking event is going to last into future expansions, they CANNOT in any way balance it around the current expansion's power system.
So, let me see if I understand, Specs right now are highly depended on Legendaries and Covenant powers to be properly functional, yet they can't be used in the Mage Tower. The next best thing was using the Azerite Powers from BFA but those are also disabled so, obviously, people would turn to Legion Legendaries and Artifacts and those are also disabled in the Tower? When they move so much of the spec power and function to external systems across 3 expansions why on Earth would they disabled all of them for Legacy content that is personal progression with no impact on the masses or in the competitive spectrum of the game?Mage Tower was hype, then we don't get artifact appearances and instead mediocre recolors of mediocre sets now we get power gimped. Sadge, I hope Blizzard can put their brains back to work because this is clownish to say the least.
Am I the only one, who thinks all the people complaining about this change are the same ones who also yell at Blizzard about borrowed power? You don’t have borrowed power and extremely over powered items to carry you oh no how will you ever complete the achievement. I for one am happy people won’t have these and the tower will be completely done on how well you play class and not what item you have. I logged on the PTR and completed 4 of the challenges with out any of these items they’re honestly not overly difficult. Stop complaining for the sake of complaining you’ll get your mount and mog. Are there a lot of dumb things Blizzard has done the last 2 expansions, yes, but this is not one of them.
We already knew that a month ago.
I very much hope some of these challenges are re-tuned from their Legion incarnation, because some of them were WAY harder if you lacked certain legendaries, such as the Thrash legendaries for Guardian Druid or the Ferrin Marcus pants for Prot Paladin, just as an example.

People: "I want that mage tower make a return, cuz it was hard and I am such a hardcore GaMerz!"People: "Oh No, I CANT CHEEZ THE MAGE TOWER; STUPID GAME"
Seems like the best gear to get then is anything by with a lot of gem slots, stuff from BC through Mists I recall has gear with 2 - 3 gems slots.
