Does anyone know where to get this green set recolor from? Is it even in the game currently?

This set comes from upgraded "Raging Tempests" gear, which first can be purchased (at level 1/3) with 넘치는 정기 or created (at level 2/3) with "Primalist Mail" items.
In-game it's called Raging Tempest: Primal Elements: The Forbidden Reach.
For example: 원시술사 쇠사슬 가슴보호구 > 맹렬한 폭풍의 가슴보호대. Items are upgraded to 3/3 with 온전한 금단의 지식. Level 1/3 items need first to be upgraded with 폭풍 인장.
Before being upgraded, items have the blue color of Primal Storms Mail Set.

If you like you can then convert at the 소생의 촉매 장치 to the heroic color Vault of the Incarnates Heroic Hunter Set/Vault of the Incarnates Heroic Shaman Set/깨어난 자의 비늘 (no transmog set for evokers for some reason).
