I did "Our Chance to Strike" and "The Beginning of the End", but can't figure out how to start this quest. Any ideas? The Wowhead story mode post is very vague.

To pick up this quest, grab A Spy Like Us from Nizrek. Complete that quest, then the followups Defense of the People and Make Them Prey, and you can then pick this quest up from Gut'usul

It appears that this quest can bug out. After you killed the quest npc, the quest objective says "(completed)", but the quest in fact is not completed. Only way to fix this was to abandon and pick up again. Relog didn't help.

In case the workaround my friend and I found is buried in a reply on another comment, I'll restate with this new comment:

My friend did the criteria for A Shot at the Top quest. But they said they could not turn it in. They killed the dude, but it wasn't marked as complete in their log, and they couldn't do it again. They tried relogging, no change. They abandoned it, went to pick it up again, and it wasn't available. They relogged again, and it was not available.

If this sounds like your issue, good news! The quest is sharable with anyone eligible (those who have completed the previous quest in the questline). Find a friend who hasn't done the quest, or find someone else who still has the issue and has not abandoned the quest. You can work together, group up, and once they pick up A Shot at the Top, they can share it with you.

Another workaround is for two people with bugged quests to group up, one of you abandons the quest, then the other person can share the quest. Then they can abandon it and you can turn around and share with them if theirs is also bugged.

Note, I stayed grouped with my friend and they were able to kill the guy again (after accepting my shared quest) and turn it in. We went ahead and stayed grouped for the next quest as well and had no issues.

Hope this helps! In the meantime, everyone should use the bug report feature in game so this issue can get tracked and hopefully resolved soon by the devs. (Wowhead is not managed by Blizz, so the best way to report bugs will be in game.) Good luck everyone!

You need to kill Abductor Arzda for this quest. Do not kill Zik'tex on the lower floor.

ok, so had the same problem as others, kill guy but not registered as complete. Dropped, re accepted quest, killed again... x2. On third try I went into the room and let the role play happen before killing the guy and it actually worked/completed. Seems like you have to let the dialogue between the hologram and the kill target happen first before engaging/killing him.
