Hunter's Binding Shot Nerfed in Patch 9.1.5 - Root Breaks Once Damage Threshold Reached

In yesterday's PTR update, Blizzard revealed that the Hunter utility ability Binding Shot will be nerfed in Patch 9.1.5, now removing the root effect when the mob takes too much damage.
The Niche of Binding Shot
The
Tiro Vincolante
ability is innate for Marksmanship Hunters, and a talent for Beast Mastery Hunters. This ability was one of few root effects that didn't break on damage, and was the only AoE root ability that didn't break on damage. Due to that effect,
Tiro Vincolante
had a great niche -- freezing mobs in their location, while the party or raid is still able to deal a large amount of damage them.
This has been used to great effect recently:
Any Mythic+ dungeon where your tank wants to kite (especially on Necrotic week).

Instillatrice d'Anima
s on Sun King's Salvation (Kael'thas).
Guilds will probably need to think about a new strategy to handle the
Sentinella Oscura
on Mythic Sylvanas with this change.
Damage Threshold for Binding Shot
We did some testing in Mists of Tirna Scithe, and it seems like
Tiro Vincolante
now breaks when the target has taken at least
~17k damage
. According to Moofz, this value scales with attack power.
Binding Shot breaking after 17,086 damage.
This damage threshold will probably make Binding Shot last at least a couple seconds while solo, and a very short duration while doing Mythic+.
We can compare this to a Druid's
Radici Avvolgenti
, which broke around
7.5k damage
.
Entangling Roots breaking after 7,496 damage.
Thoughts & Opinions
Here is what the
PTR development notes
mentioned about this change:
Blizzard
Binding Shot (Talent) root effect can now break upon receiving enough damage. Damage threshold to break is higher than other roots.
Developers’ note: We recognize that Binding Shot has become part of a Hunter’s utility package and want it to remain a powerful root that has a lower chance to break on damage than other effects.
A developer note was included but no reason was provided as to why Binding Shot is getting nerfed, despite being recognized as part of Hunter utility.
Speculating on why Blizzard is making this change, the reason is likely similar to the change made at the beginning of BFA, where all AoE stuns had their duration nerfed.
Tiro Vincolante
was super powerful as the only AoE root effect that didn't break on damage, and the only remaining ability that seems comparable would be a Monk's

, as the mobs will bounce against the ring and stay in generally the same area. However,

only lasts 5 seconds compared to

's 8 second effect.
If Blizzard wanted to nerf

rather than adding a damage cap? Right now, comparing

to the other AoE root, Druid's

, it lacks the root duration (8 sec vs 30 sec), has a longer cooldown (30 sec vs 45 sec), for a slightly higher damage threshold before it breaks. Considering the damage threshold is still so low, the only reason you'd want to use a root is to hold mobs for an extended period of time and

's 8 seconds isn't going to cut it. The change to
Intrappolamento di Massa
makes it a worse version of
Intrappolamento di Massa
.
The new
Tiro Vincolante
lacks the duration of
Intrappolamento di Massa
for mechanics where you want to keep mobs permanently rooted in a location, but also lacks the utility of being able to damage the enemies while they're rooted like

.
If this change goes live, make sure to have a plan for Mythic Sylvanas'
Sentinella Oscura
once the patch hits and Tanks should be aware that
Tiro Vincolante
will only halt mobs for a very short period of time when you need to kite, similar to a
