's healing effects were buffed by 400-500% in this week's PTR build. This article reflects the post-buff version of the weapon. The build also introduced a bug that's discussed at the end of the article.
Special Effect weapons are an extremely interesting way to differentiate end-game weapons from generic stat sticks. However, it should go without saying though that if an effect gives up either stats or requires you take it at a lower ilvl than a non-special effect weapon then the effect should be strong enough that it's still a great pick. For

, both scenarios are in play because the weapon lacks secondary stats and is only available at ilvl 265 instead of the max ilvl of 272 available from the final 3 bosses of
Sepolcro dei Primi
on Heroic.
Special weapons are also an opportunity for them to create something you still remember years later, and they sometimes succeed. Battle for Azeroth brought us
Anu-Azshara, Bastone dell'Eterno
- an extremely powerful raid cooldown that got stronger over the course of a fight. Wrath of the Lich King had
Val'anyr, Martello degli Antichi Re
which, while admittedly legendary, was very strong. While there may have been some duds, for the most part effect-based weapons have performed quite well.
In Sepulcher of the First Ones we're given

. Let's first look at what it does, and then we'll see if it can live up to the great healer weapons that came before it.
What Does the

Effect Actually Do?
Granting the target exactly what they require is both a massive claim, and not a particularly useful tooltip. The effect actually depends on how much
health
your target has when your trigger spell hits them (more on the triggers in a bit). Here's what the three different effects do:
If target is above 90% health
: A 10s duration 11-13k absorb + 20s duration 105 (10%) Speed buff.
If target is between 40% and 90% health
: A 5s duration 11-13k HoT + 20s duration 105 (5%) Leech buff.
If target is below 40% health
: An instant 11-13k heal + 20s duration 105 (7.5%) Avoidance buff.
Essentially, it's a form of healing effect & a tertiary buff, roughly matching the type of healing they'd prefer at each health level.
How Do You Trigger the

To trigger the effect you'll need to use a spell specific to your class:

Some of these, like Resto Druid's

, are common casts that you'll have no problem weaving in every 40s if the effect is worth it. Others, like Mistweaver Monk and Holy Paladin, aren't quite as common. You'll want the effect to be pretty good to even justify the casts that'll proc it.
The Math Behind

This article was in some ways prompted by
Blizzard's faith in the weapon
. For Holy Paladins and Mistweavers that don't have a "high ilvl" weapon option,

could be an exceptional alternative. It's 7 item levels lower than weapons from the final three bosses, but if the effect is good then maybe that doesn't matter?
Scariizard
...leaves only some healers without a weapon from those final 3 bosses - we’re not likely to make a change to that, as there’s a unique Healer Mace that we anticipate will be a pretty powerful option for those specs earlier in the raid.
Does this assertion hold up? Is
Tornio della Genesi
worth 7 item levels at its current tuning? Let's look at some numbers:
The weapon sacrifices 75-89 secondary stats (depending on item level). This is roughly 2-2.5% damage and healing loss in most cases.
Effusione Effimera
can proc at most once every 40 seconds but will average slightly worse.
All three effects heal for ~11k-13k depending on your secondary stats at heroic item level. This is significantly better than the first iteration of the weapon that capped out around 2.5k.
Before including any potential overhealing and wastage (which should be low) we have an effect worth ~300 HPS if we're able to proc it close to on cooldown plus a handful of bonus tertiary stats. On a 12k HPS Sepulcher Heroic encounter you're looking at
~2.5% healing
, This roughly equates to slightly higher than what the secondary stats would have given you in most cases, though at the cost of damage. Unfortunately, the effect won't scale quite as well for encounters with very high incoming damage.
The Tertiaries
The "heal" portion definitely makes up most of the weapons power, but the 20s duration tertiary buffs do contribute. At 265 item level you'll be giving 105 of either avoidance (7.5%), leech (5%), or speed (10%). However, tertiary stats are quite difficult to quantify as they tend to be near-invisible on logs and of questionable benefit. Giving Avoidance to a teammate might save them a few hundred health, or it might do nothing at all. It depends on the encounter. Giving speed at (almost) random can even be a hindrance.
The Verdict: Is

Worth It?
Does
Tornio della Genesi
match the power of a +7 ilvl weapon off the last 3 bosses of Sepulcher? Unfortunately, not in most scenarios.
It competes well with equal item level weapons and you'll grab it on your way through the raid, but it isn't strong enough to be better than a higher ilvl weapon found off the last 3 bosses of Sepulcher.
The initial iteration was a severe disappointment where a 265 ilvl
Tornio della Genesi
was roughly equivalent to a 259 ilvl standard weapon. The current iteration has made significant improvements to the weapon effect where it's now on par with similar ilvl weapons; however,
Tornio della Genesi
still falls short of the 'powerful option' promise.
For reference, below you'll see the rough equivalent intellect value (in yellow) for different ilvl weapons:
Values taken from

. Numbers will vary slightly from class to class and by how often you use your proc. The higher your HPS the weaker Genesis Lathe becomes comparatively. A 272 Relic Blade was included for comparison to a +7 ilvl weapon only, but is not an available option from Sepulcher.
Feedback on the Design
So the weapon is in a much better place numerically, though still short of true glory. The healing procs are decent now, but I do question if we couldn't have gone in a more creative direction for an end-tier weapon or at least one with more applications.
The current design is of particular concern for Monks and Paladins, who both lack a high ilvl alternative, and rarely cast their trigger spells during regular play. The triggers could be changed to
Vivificazione
&
Folgore Sacra
.
The cooldown is also rather long for a single target proc. It could be cut down to 20 seconds with a small reduction to the heal if it's necessary for balance.
The weapon could be moved to the last three bosses to give it a higher item level.
This should be the pinnacle healing weapon of the tier if not the entire expansion.
As-is it'll see some play but it could be significantly more exciting.
One Final Note on Bugs
The cooldown on the weapon is very buggy this build and you can sometimes get a cooldown lower than 40 seconds (and other times it won't refresh at all). The assumption is that the 40s cooldown is still the intention but we'll let you know if anything changes.
