Datamined Torghast Hotfixes - Torment Nerfs, Skeletal Remain Nerfs

Some of the mentioned Torghast Nerfs are now in game. We've datamined all the ones that have been applied so far which includes nerfs to the mob spawning Torments, some nerfs to Skeletal Remains and the Upper Reaches global spell, the Jailer's Directive!
