the level requirement seems to be wrong, i cant see this quest with level 76 my level 80 alt was able to see it

For some people that can't seem to find where to start this quest... Apparently I had already accidentally completed Targeted Recon and never got the follow up and forget about it after and could not find any quest anywhere.
I had to kill a Kobyss Shadeshaper which dropped a Gasping Fish item which contained the next quest. Make sure to use /target Kobyss because the mob is hard to spot.

If you don't see the quest your problem is probably NOT level. I have two L80's at the moment
and only the L80 who did the main campaign for Hallowfall could see the starter quest for this
storyline.

What's more the campaign storyline which is a pre-requisite (Gathering Shadows) can not be
started until you have done the first storyline of the Hallowfall campaign storyline that
precedes it. Screw that.
