Frost Death Knight
All damage abilities increased by 5%.
Frost Death Knights have been underrepresented and under-performing vs their Unholy brothers. A 5% buff is great news that will make Frost DKs more viable. It might seem like a relatively small buff, but in the grand scheme of things, it's a significant increase. Frost won't overtake Unholy, especially since Unholy plays really well with the fights in Castle Nathria. Still, it will come closer. Hopefully, some people that didn't play frost, even if they wanted to, now feel comfortable swapping back!

Havoc Demon Hunter
All damage abilities increased by 3%.
Kind of a weird buff, 3% is nice for sure but Havoc cleave damage was already pretty good and our ST massively lacking. Buffs to

Rayon accablant
single target amp would've helped the spec in a way more meaningful way. Looking at WCL stats, Havoc is already middle of the pack on cleave encounters and does well in M+ also. When looking at ST bosses however you can clearly see the weakness being magnified. Aura buffs are fine when the purpose is to level out the field but in no way do they fix anything.

Beast Mastery Hunter
All damage abilities increased by 5%.
Unfortunately, a 5% buff is not enough to change the fundamental issues affecting Beast Mastery or other lower performing specs right now. Aura buffs in general are a way to narrow the gap, but the real gap between Beast Mastery, Marksmanship, and other top performing specs is not something you can easily find in the 75% WCL statistics page. For all of the harder fights this tier (basically the final 3-4 bosses), the required damage profile revolves around having powerful cooldowns. You want strong overall damage certainly, but having exceptional 2 or 3 minute cooldowns for huge burst windows is what will get you through the hardest parts of these encounters.
Beast Mastery is lacking overall in damage, but where it is really lacking is in its burst windows. Beast Mastery just does not bring nearly the same level of burst for both AoE and single target that Marksmanship does. 5% certainly narrows the gap, but with the current fight design of Castle Nathria and the damage profile of Beast Mastery, it is still a ways off from being able to compete with other specs.

Survival Hunter
All damage abilities increased by 5%.
Currently survival can be easily argued as being one of the 2 worst specs. It is about 20% behind other specs that can be considered good, as such, while 5% does help a tiny bit, not only does it not affect all of the damage sources thus ending up to be less than 5%, it also doesn't change it's relative position, and does not truly fix the massive gap between it and others.

Frost Mage
All damage abilities increased by 3%.
Since Frost Mage still has a negative damage aura, this change will most likely take the current -12% aura and bring it to -9% which will result in an overall change of a 3.4% increase to damage.
This buff is certainly needed, but I don’t think it will change much in the larger picture since Fire Mage will still perform better in most situations. Having to swap to venthyr to get the most out of Frost will be a dealbreaker for many, since
Puissance fluctuante
is still a DPS loss in single target.
Frost’s biggest strength still lies with its consistently good cleave and slows, which makes it a decent pick for Mythic+ when kiting. I’m sure this buff is appreciated for Mages who are already playing Frost (since the last buff). I’m also sure we will start to see more Frost Mages parsing on Warcraft Logs in the coming weeks.

Assassination Rogue
All damage abilities increased by 5%.
Here we go with another round of buffing the Assassination spec aura and it finally looks like the spec is catching up. The new tuning should approximately put it within 2% of Subtlety on Single Target with equally good gear. Considering the spec's strengths in DoT-based damage and bleed cleave I'm inclined to say the spec will be fine among the other Rogue specs now.
Regarding how the buff will play out in reality, we will have to stand by and watch the stats though. Just like I said in my last comment, Assassination has only few players right now and I'm not sure how many players will reconsider their spec and gearing strategy at this point. Nevertheless, it's going to be good news for everyone who likes the spec and wants to play it.
Assassination Rogue Guide
Enhancement Shaman
All damage abilities increased by 3%.
The buff coming is about as clear cut as it gets, Enhancement currently sits without any aura gains so you can expect to see a 2.5-2.8%~ increase in all situations (this is due to the aura not covering auto attack/trinket damage). It's unlikely that this is going to cause any drastic shifts in where the spec lands because it doesn't alter any core mechanics, and many of the specs we were roughly equivalent to were also caught up in this buff wave. At the same time, a buff is a buff so it's hard to really be anything but happy about it.
Enhancement Shaman Guide
Destruction Warlock
All damage abilities increased by 5%.
Recently there has been a lot of talk about the unbalance between the three warlock specs, Destruction being the lowest performing one. There are a few underlying issues with the spec that make it difficult for devs to buff it to the point where it can compete on single target fights, the main issue being how
Tumulte
works.
Tumulte
can be buffed both through the legendary and conduit, meaning if the spec would be buffed significantly it would just be incredibly strong on two targets due to
Tumulte
's high burst window. This 5% buff is an attempt at making Destruction more relevant, without encountering the issue with the
Tumulte
setup.
In general, what this buff means is that Destruction is now stronger in all situations, it’s still not very good single target, but very strong on cleave. It likely won’t be able to compete with Affliction on the majority of encounters in Castle Nathria, but in lower keys and on cleave fights it’s guaranteed to be a strong option.

Arms & Fury Warrior
All damage abilities increased by 3%.
There's really not much to say; community opinion ranges from calling the buff inconsequential to a laughable underselling of just how far behind the bottom end is from the top. While it's hard to complain about a buff, that +3% is closer to +2% (due to not affecting trinkets, auto attacks, etc) and the high performing specs are more like 10-20% ahead, making the insignificance hard to ignore. In the end, it's a buff you'd never able to tell was there, without being told about it.
The strangest part is a prevailing theory that Blizzard is afraid of buffing specs like Fury to do competitive single target damage because they have exceptional sustained cleave (which is really only relevant in Mythic+, not not even always then), but there are obvious tuning knobs to account for that which have been used before - the
Tourbillon
(buff) and
Tempête de lames
- but these changes ignore that nuance. Given that every other spec above and below Warriors on the low end were also buffed by 3-5%, Blizzard's intent to not upset the rankings is quite clear: this buff is a placebo meant to make players feel better about sticking with obviously underperforming specs, rather than actually buff them to a point where they might seriously have a chance at competing with the meta - to do that would cause too much of an upset from those currently enjoying their spot in the high performing limelight, which is precisely why Blizzard won't do it until at least 9.1.
