Changes to Mythic+ Scaling on the 8.3 PTR - Base Season 4 Scaling, K Value, Dungeon Changes

With Patch 8.3 coming soon, we're covering some more changes to the Mythic+ dungeon scaling on the 8.3 PTR for Season 4. This includes an increase in the base dungeon scaling, since we last reported on it, a K value increase that reduces the defensive power of all tanks and all the dungeon changes that have been found so far.
Base Dungeon Scaling
I previously reported on
the Base Dungeon scaling
. This value of 45% was changed the week after I posted this article to
52.6%
.
This means that keys will be increased by about
4.5 key levels
, up from 4. This scaling affects both the health and damage of all mobs in Mythic 0 and Mythic+ dungeons.
K Value Increase - Defense Stat Retuning
As with
every Season
, the "K value" is increasing in Mythic dungeons in Season 4. The Seasonal K value increases are not something that we usually cover, but I'm going to be a little more in-depth this Season to help you prepare. The K value is increasing from 10,275 in Mythic+ to 14,282. This change is completely
independent
of the scaling changes detailed above.
So what is a K value?
The K value is a fixed value set by Blizzard (Math!), that determines the impact of your defensive stats. This value controls the diminishing returns on:
Damage Reduction from Armor
Block and Stagger Percentages
K scaling is meant to keep defensive power from scaling out of control.
Once you're fully geared again, your defensive power should return to about the current state.
Tanks
In other words,
all Tanks
will have their defensive power reduced with the new Season, reducing their Effective HP (EHP) and increasing the damage they will take. You can see the effect of the K value when you zone into a raid or dungeon, target a mob and check the stat page. There will be a section that says "Against Current Target" which will change the value of the stat to the new K value.
Here is an example of how the Armor and Block values are changing from live to PTR on a Warrior.

From these values, Warrior will be losing about 8% passive damage reduction from Physical damage from Armor and an additional 8% damage when something is blocked.
Warrior also has Crit Block which is also affected by K values changes but I'm not covering that in this article.
Non-Tanks
More than just Tanks are being affected though, as Armor damage reduction affects all physical damage and there are quite a few physical damage abilities in dungeons that will hit more than just the Tank. The higher your Armor, the more you will be affected; Cloth wearers will not be affected as much as plate wearers. For example, Leather users will be taking about 5% more damage from Physical abilities.
In addition, to the 53% scaling modifier, these are some impactful abilities that will be hitting even harder at the beginning of the Season because of the reduction of Armor.

Dungeon Changes
Some dungeons on the PTR have received some tuning to their spells. While numerical changes can be seen our PTR diffs, other changes like buff type and health changes cannot be seen in changes and must be tested in game.
These are the spell changes that we've seen in our data in the past:
Freehold
King's Rest
Operation: Mechagon
I did some quick testing on the PTR in King's Rest and I believe that while Shadow of Zul didn't receive a damage nerf, it did receive a slight health nerf. It's difficult to tell if this if this is accurate, but it seems out of range of a rounding error. The Shadow of Zul skip has also been fixed on the 8.3 PTR.
My personal testing indicates (but could be incorrect):
Shadow of Zul health reduced by ~6%
Shadow of Zul skip fixed
Another change has also been found by
