I'm beginning to wonder if the drop rate on this is working as Blizz intended. As one of the other comments mentioned, these seem to be as a rare reward from doing patron orders. However, I personally currently have 10 characters I keep professions up on (including doing patron orders) and I have only ever come across this three times total - but on all one character. My mage. She is a tailor and a scribe. The 3 times I saw this all came from the inscription patron orders. The strangest part is I have more than one scribe, but haven't gotten any offered as a reward on my other one yet. Not sure if maybe it has to do with certain choices taken in the specialization trees or what. Hopefully they become a little more common.
