Yeah I haven't had any of these type of items drop while mining or herbing. They must be locked until launch.

Can confirm - these do now drop since global launch of TWW. I got one after mining probably 30 - 40 nodes? Got it from a regular bismuth node on Isle of Dorn

Which is to say, these items have a weekly cap, you can see how many can still drop in your mining journal, under the Appendix category.

I have a hunch these only drop after you reached your weekly cap of Bloc d’ardoise drops.
